I've never read a Dean Koontz book, but doesn't he essentially just try his hardest to be Stephen King?
And King does tend to include mentally challenged people in his work quite a bit.

YES.
He's got, like, 3 characters. The tough as nails, go-get-em-tiger lady, usually a cop or with some other sort of authority - and always recovering from something - alcoholism, bad break-up etc, some 2 dimensional dude that's always in love with said bitch, and the gifted, creepy retard who can see into the future and shit.
